I don't know whether Pyro really understands why he objects to it (beyond a gut-reaction-y "Fuck no! Stupid flatliners!") and if backed into a corner wouldn't really be able to come up with a coherant, let alone convincing argument, but enough of him belongs to the BH that he'll object on principle alone based on Magneto's "First steps to a new holocaust" argument.

Depends.
For some powers, at least, there's a legitimate right to know who has them, roughly akin to the right to require registration of firearms and cars. If you can kill someone with beams from your eyes, for example, it's not unreasonable for the police to want your eyebeam profile on record for forensic purposes. If you can read minds, it's not unreasonable for people with classified info to want to stay out of your range. Etc.
Applying it to ALL mutations, as opposed to those where there's some legitimate interest, is trickier. But mutations are idiosyncratic enough that there's grounds for making the rule "register everything".
BUT: the price for knowing that HAS to be the government's willingness to go out of its way to protect those mutants from harassment based on the information. Which means the information stays classified and there's an official nondiscrimination policy (sure, in practice it'll get violated, but you can't even TRY to enforce a law that isn't there.)
Without that provision it's an unsupportable invitation to tyranny.

More or less the same argument as Warren, except he puts it better. Would be cool if everyone voted it down just to be nice to us, though. Then we wouldn't have to actually, you know, DO anything.

Against, how is a girl like Jubilee supposed to live a normal life if everyone knows that shes a mutant? There are so many mutaphobes out there that it isnt safe

Josh probably agrees that the authorities have the right to know about mutations that can be used destructively, or to harm others. At the same time, governmental actions like Stryker's attack on the Mansion have made him inherently suspicious of the government itself, and he's well aware of the damage that could be done if the information fell into the wrong hands.
Logistics would have to be such that information is kept confidential and is more of a database for - like Warren said above - analytic purposes, like in the case of a crime, than any kind of registration or license. In that scenario, Josh would probably agree.
After all, we license people to drive cars...
but not to live. (hee!)

Kurt would have to object I think. After all, its an invasion of privacy and lets be honest....Kurt is pretty private. After all, why should mutants tell the government everything about them while the government gets to keep all those nifty little secrets about itself?
Oh, and seeing as how as I rp as Mags as well.....well....do we really need an answer from him? I mean I could, but then it would turn into some seventy-two page manifesto about mutant holocaust and what not.
