History and Background
Once, there was an international covert military alliance known as Project: Strikeback, intended to assemble forces, tactics, intelligence, etc. to track and “neutralize” mutant enemies.
In December 2006, under the influence of rogue telepath Emma Frost, it over-reached itself attempting to pre-emptively neutralize the major mutant organizations (plot summary). In the aftermath of that fiasco, the various governments disavowed any knowledge of them or their actions, and funding was cut off.
Major Nick Fury (who played a significant role in the Institute invasion, its subsequent sabotage, and the resulting internal investigation) came out of the fiasco as the only senior Strikeback operative whose reputation was not thoroughly destroyed.
Afterwards, he regathered many Strikeback operatives, as well as new forces, and campaigned the creation of an official organization attached directly to the United Nations, subject to oversight to avoid a repetition of the Strikeback’s errors. This organization, known in English as SHIELD (Strategic Hazard Intervention: Espionage/Logistics Division), was officially announced with minimal fanfare in March 2007.
Purpose
As the name implies, SHIELD’s mandate covers “strategic hazards” – that is, non-standard military threats. In practice, they are primarily concerned with mutants of sufficient power to constitute military or intelligence threats at a national or international level… mutants like Magneto, Emma Frost, and others.
They are not a police or conventional military force, and are not answerable to any single government; neither are they concerned with “the mutant problem” in general… low-powered mutants who do not constitute a large-scale threat are of no interest to them, at least officially.
Of course, there are plenty of rumors that SHIELD is really a global anti-mutant paramilitary organization going around Curing or killing known mutants, as well as rumors that they’re really a covert mutant group bent on world domination. (For that matter, there are rumors that they are really aliens here to study human politics. Rumors are cheap.)

SHIELD is run by a seven-person UN-appointed Executive Board that reports directly to the UN Secretary-General (currently Ban Ki-moon).

SHIELD’s Operations Section is responsible for field operations – combat and such. Their assets fall into three major categories:

Initially a high-level French Strikeback operative. Assigned the team that attacked Josh and Warren; has a personal grudge against them. Doesn’t much like mutants, but isn’t a fanatic about it. - (Other members not yet named on-site; feel free to create them if they’re relevant to something. Board should be international, so avoid other Americans or French.)
Operations

- Alpha Squads are well-trained conventional troops, like those used by any military, except retrained to handle super-powered opposition (mostly through stealth and strike-and-withdraw tactics, rather than going toe-to-toe)
- Beta Squads are elite troops equipped with powered-armor suits that potentially allow them to go toe-to-toe with super-powered opposition. These suits provide a wide range of protection, enhanced strength, energy weapons, and telepathic inhibitors.
- Gamma Squads are mutants, Mutant-Growth-Hormone-induced mutates, or other specialized assets with superhuman capabilities.
(After Johnny Storm’s catastrophic death in December 2006, no new mutates have been officially developed, and several existing mutates have died from MGH effects. As Henry McCoy and Reed Richards come closer to an effective treatment for the fatal side-effects of MGH, the “no new mutates” policy is being re-evaluated.)

Part of the team that attacked Josh and Warren; subsequently let them escape due to a prescient flash that they would help fix the MGH problem.
She has not revealed the extent of her prescience to her superiors, but has demonstrated a remarkably reliable intuition; she is rapidly being promoted. - ”Charlie”
Initially an American Strikeback field agent assigned to duty in France, volunteered for a hormone/mechanical-implants-based program to enhance her combat capabilities. Reassigned to desk duty after the Paris incident; the program was terminated based on psychological impact on her.

Part of the team that attacked Josh and Warren; actively hates them, especially Warren; blames them for being taken off field duty.
