The state of the war:
- Mutant terrorist activity is largely under control in the Northeast. Warren's team is the most active mutant group in the area, and they concentrate their efforts on periodic attacks on the Mutant Containment Camps. Civilians pretty much consider the "War on Mutants" won there, although SHIELD is still on a war footing.
- Mutant terrorist activity is rampant on the West Coast, with hundreds of lives and millions of dollars in property being lost on an ongoing basis. The vast bulk of SHIELD's resources is devoted to fighting Emma's team there.
- The former Soviet Union is actively involved in civil war... not just mutant vs. human, but human vs. human. Reports coming out of that region are contradictory and confused, but Piotr's team appears to be maintaining order.
- There's mutant activity elsewhere, too, I just haven't mentioned it. But in general the mutants are losing.
The state of the Camps:
- A whole network of Neverland-style Mutant Containment Camps have been built.
- Mutants interred there are forcibly given the synthetic Cure on a regular basis and otherwise imprisoned normally.
- The camps are maintained like military fortresses, to prevent the Brotherhood from freeing mutant prisoners.
- Most camps are rampant with civil rights violations -- mutants are tortured, etc. on a regular basis.
A number of human groups, both public (like the ACLU) and covert (like Nick Fury's underground), are unhappy about this and try to do something about it, generally unsuccessfully.
The Northeast Mutant Containment Camps are the least bad of a bad lot, though far from pleasant places.
The state of technology:
- SHIELD has mutant-detection technology that can "sniff out" mutant genomes within a mile or two radius. The Brotherhood members have jammers but independent mutants get picked up pretty readily.
- SHIELD has arbitrary comic-book technology -- force fields, blasters, nerve stunners, anti-gravity, cybernetic implants, yadda yadda yadda. Have fun with it. Most of that technology is restricted; civilians can't use it. Nick Fury's underground has access to it, as does the Brotherhood.
- Sentinels are SHIELD-issue Terminator-like war-robots with sophisticated AIs programmed to seek out and neutralize rogue mutants. They are powerful and fast and have a wide range of weapons built in, a serious threat to even the most powerful mutants.
- Synthetic Cure is relatively easy to develop and plentiful enough to use as an airborne weapon, but it only lasts a few days per dose.
- MGH is relatively easy to develop but still has the "kills you eventually" bug. OTOH, the Cure neutralizes it, so anyone who wants temporary mutant powers can have them. This is INCREDIBLY illegal.
